Leaked U.S. Army Document Outlines Plan For Re-Education Camps In America

Political activists would be pacified to sympathize with the government

A leaked U.S. Army document prepared for the Department of Defense contains shocking plans for “political activists” to be pacified by “PSYOP officers” into developing an “appreciation of U.S. policies” while detained in prison camps inside the United States.

The document, entitled FM 3-39.40 Internment and Resettlement Operations (PDF) was originally released on a restricted basis to the DoD in February 2010, but has now been leaked online.

 

The manual outlines policies for processing detainees into internment camps both globally and inside the United States. International agencies like the UN and the Red Cross are named as partners in addition to domestic federal agencies including the Department of Homeland Security and FEMA.

 

The document makes it clear that the policies apply “within U.S. territory” and involve, “DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities,” including “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.”

 

The manual states, “These operations may be performed as domestic civil support operations,” and adds that “The authority to approve resettlement such operations within U.S. territories,” would require a “special exception” to The Posse Comitatus Act, which can be obtained via “the President invoking his executive authority.” The document also makes reference to identifying detainees using their “social security number.”

 

Aside from enemy combatants and other classifications of detainees, the manual includes the designation of “civilian internees,” in other words citizens who are detained for, “security reasons, for protection, or because he or she committed an offense against the detaining power.”

 

Once the detainees have been processed into the internment camp, the manual explains how they will be “indoctrinated,” with a particular focus on targeting political dissidents, into expressing support for U.S. policies.

 

The re-education process is the responsibility of the “Psychological Operations Officer,” whose job it is to design “PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations,” according to the document.

The manual lists the following roles that are designated to the “PSYOP team”.

– Identifies malcontents, trained agitators, and political leaders within the facility who may try to organize resistance or create disturbances.

– Develops and executes indoctrination programs to reduce or remove antagonistic attitudes.

– Identifies political activists.

– Provides loudspeaker support (such as administrative announcements and facility instructions when necessary).

– Helps the military police commander control detainee and DC populations during emergencies.

– Plans and executes a PSYOP program that produces an understanding and appreciation of U.S. policies and actions.

Remember, this is not restricted to insurgents in Iraq who are detained in prison camps – the manual makes it clear that the policies also apply “within U.S. territory” under the auspices of the DHS and FEMA. The document adds that, “Resettlement operations may require large groups of civilians to be quartered temporarily (less than 6 months) or semipermanently (more than 6 months).”

The historical significance of states using internment camps to re-educate detainees centers around the fact that it is almost exclusively practiced by repressive and dictatorial regimes like the former Soviet Union and Stalinist regimes like modern day North Korea.

 

We have exhaustively documented preparations for the mass internment of citizens inside America, but this is the first time that language concerning the re-education of detainees, in particular political activists, has cropped up in our research.

 

In 2009, the National Guard posted a number of job opportunities looking for “Internment/Resettlement Specialists” to work in “civilian internee camps” within the United States.

 

In December last year it was also revealed that Halliburton subsidiary KBR is seeking sub-contractors to staff and outfit “emergency environment” camps located in five regions of the United States.

In 2006, KBR was contracted by Homeland Security to build detention centers designed to deal with “an emergency influx of immigrants into the U.S,” or the rapid development of unspecified “new programs” that would require large numbers of people to be interned.

 

Rex 84, short for Readiness Exercise 1984, was established under the pretext of a “mass exodus” of illegal aliens crossing the Mexican/US border, the same pretense used in the language of the KBR request for services.

 

During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive “scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign military commanders to take over state and local governments, and detain large numbers of American citizens determined by the government to be “national security threats.”

 

Under the indefinite detention provision of the National Defense Authorization Act, which was signed by Barack Obama on New Year’s Eve, American citizens can be kidnapped and detained indefinitely without trial.

The following portions of the document make it clear that the policies apply “within U.S. territory” (as well as abroad in countries like Iraq and Afghanistan) and that domestic federal agencies are involved.

  1. Dang pepp, this makes me want to dig a hole and crawl in it, then pull it in after me. Except for the fact that I am extremely claustrophobic and likely to have a melt down in tight quarters. In either scenario, Internment camp or hole, I will likely be in deep doodoo!

    I don’t care who sits in our White House; no one person should have the authority to suspend our constitution. Congress should not have the authority to suspend our constitution. A lot of us knew this is what was in the works, so it’s no surprise really that is now in major overdrive with the Fraud occupying our White House. But; appears there have been a lot more politicians involved in the ground work for many years, so maybe Obama just got lucky with timing and is really getting to live his dream.

    Maybe everyone now knows why I picked my Avatar. I love it and will cling to it as long as I can…

      Absolutely, no one has the right to suspend our Constitution. And there is a particular place in the Declaration of Independence that tells us what we do about this.

      I do believe there are many, very many of our politicians in on this whole scheme. Barry was groomed for this takeover is my guess. Because he’s half a color that gives the congress critters the lame excuse of not impeaching him. Only makes them look like wusses except if they are all in on this.

I’m not being a skeptic, but those facilities are going to hard to conceal unless they are going to be established on existing military bases. You can go on Google maps and spot these unless they are under ground.

    Until I see otherwise, I’m still putting my faith in God that He will protect His people if we heed the admonition set forth in 2nd Chronicles 7:14.

      Yes there are locations on the camps. You have to look at some videos where people have run up against them by accident. They are situated in remote places all over the country.

      I doubt very much that Romney or the RNC has seen this. Go ahead and send it to whoever you want and see what happens.

      A couple weeks ago, I guess it’s going on 3 now, I sent an email to Rand Paul asking him why FEMA camps are stocking up on 40 caliber ammo and guns. To date I have received no answer. Usually Rand is pretty good about getting back to me, but on this one, no hear, notta, zip, zero.

    That pretty much covers it. Think what China is doing to one blind guy, that we know about. Once you are an enemy of the state, you’re cooked. I find the “reeducation” particularly interesting. I’m thinking multiple stints if necessary. ‘Short or long stay is up to you’.

    Willi: I bet we’d be surprised how fast they could have them set up and running CB’s and Corp-E. Interesting, Obama officially begins his campaign on May 5. which happens to be Marx’s birthday.

      That Chinese dissident and his dilemma was certainly mishandles by the Liar in Chief and the State Dept.

      I suppose you get to go back to your home if you quickly get the msg through your “reeducation”. If you don’t bend to the dictator’s will, then you get to stay longer possibly with torture and/or death. We must obey the Fuhrer

      I saw where George Clooney is hosting a fund raiser for the beleaguered Liar and the intention is to raise $12 million. Clooney is an enemy of the American people the way I see it.

        I would doubt that you’d get to go back home if they succeed in “reeducating” you. Your home and property probably would have been confiscated. It’s more likely that one would be sent to the equivalent of Russia’s “Siberia” to do what ever slave work they want you to.

    It does make sense in that his only enemy is the right and anyone who politically gets in his self-adorning way. No doubt it was all choreographed to go with NBC-MSNBC’s propaganda piece about the bin Laden raid. It all fits if you watch that too.(which they will probably repeat through the election.) In it they did not ask him one tough question or challenge his self-centered assertions. ‘It would be disastrous for you if it failed’ – Mr. President, you’re THE MAN. Then there is the infomercial from Clinton.(never mind his failures) And the campaign movie by Tom Hanks, carrying the same message.

    The chief Bush critic, who chaired the Senate committee on Nato in Afghanistan, but was too busy campaigning to do anything. Yet he still managed to complain, “we took our eye off the ball” there. And none of it really matters to him except in the politics of winning his “last election” so he can be “more flexible”.

    Thanks to NBC and their Situation Room spin, Billy Boy Clinton, Tom Hanks, and Brian Williams for hitting the campaign trail for him. With an assist from “this is a big F**king deal” Biden – as only he can do it. How many Emmys will they get for this performance? All choreographed to the T, better than the Fuhrer or Stalin combined; so the usurping Squatter-in-Chief can keep the WH. Maybe they will show it in schools for a civics lesson?

      It is downright disgusting these people who want a socialist state campaigning for the Liar in Chief. I saw clips of the Brian Williams piece, not the whole thing, but what I saw was an obvious campaign contribution. Yeah, you’re right, it will get played up to election to help the Fraud.

      It’s pretty bad to have Billy Bob narrating how the Fraud got bin laden when that man was offered to Clinton on a silver platter and he would not take him. What a farce that is! And no worry about the Seals lives, just how it would have hurt the Fraud politically. What on earth must they have paid Clinton to narrate that?

      What do you want to bet the history of Obama is already hot on the presses for future children? Obama, the hero who got the baddest guy since Al Capone? They wouldn’t want to mention the dictators of our time because that would mean teaching truth in history something the liberals are very uninterested in doing.

    I have been very busy lately with work and family; but I am getting ready to start finding out where these camps are located. A very close friend of mine is a civil engineer. His father and my father were partners in a consulting engineering firm back in the 1960’s and 1970’s. He is VERY good at using the many aids located on the internet used in civil engineering. I believe that the two of us can start locating these camps (especially in the states of Mississippi, Arkansas, Alabama, Louisiana, and Tennessee).

    I don’t expect that we will be able to find them overnight; but find them we will.

    Our constitutional rights are gradually being taken away. Slowly at first, but ever increasing. It started with the Patriot Act. It continued with NDAA and indefinite detention – even of person’s who are acquitted of their crimes. Under NDAA “terrorist sympathizers” are allowed to be indefinitely detained and tortured by our military in these FEMA camps. But what is a terrorist sympathizer? The term is very loosely defined and can include anyone who openly speaks out against the government. Obama also recently passed legislature that you can be charged with a felony for exercising your 1st amendment right to peacefully gather (protest).       Thank you for stopping by with your comment. You are absolutely correct in what you say. Our freedoms have been taken away slowly but surely. I’m very familiar with the NDDA, one of the worst offenses against the American people. And what is really bad is only 3 Repub. senators stood up against it, one of them being Rand Paul, my senator here in KY.

I am not sure if this is one of the web pages that was already posted on the FEMA camps, but there are over 800 in the US, including one in my home town; it’s a prison and recently they closed the female portion – we have been hearing that it was closed for FEMA camp prisoners – http://www.mindfully.org/Reform/2004/FEMA-Concentration-Camps3sep04.htm
